答案 PROPOSAL: REDUCING UTILITIES SPENDING In the first half of this year, the utility spending of our company increased 20% compared with that of last year. This proposal studies the causes of the increase and makes recommendations to solve this problem. There are three major factors that lead to the increase of utility spending. First, some old-styled facilities consume excessive energy. Second, many staff lack awareness of energy-saving, leaving lights and air-conditioners on or tap water flowing when they are away. Finally, energy management is inefficient. No staff in the company is appointed to be in charge of saving water, electricity or gas. There is neither reward for those who save energy nor penalty for those who waste energy in our company at present. To reduce utility spending of our company, we must replace all old facilities with energy-saving ones. Most important, the management is obliged to publicize the advantages of energy-saving and to require staff to turn off electricity and/or water when they are leaving. It is necessary for each sector to appoint one employee to be responsible for energy saving. We should also reward those individuals and/or departments who play a prominent part in energy-saving. The estimated expenses for the implantation of this proposal — replacing old facilities —will cost about$100,000.
