To narrow the gap between the rich and poor in the world, we need a true partnership for development. We hope rich countries do their part helping the poor to take control of their lives.
    Tens of millions of people are making their voices heard by standing up against poverty—at sports and cultural events, in universities and schools. They are calling on their leaders to keep their promises.
    They are calling for the actions of citizens to be matched by the actions of Governments, in developing and developed countries alike, to fight against wealth inequality.
    All is not lost. There is still time to help the poor. It is what we decide today, that will determine the world of tomorrow. We still have a choice. It is time to answer the call.
It is the responsibility of every citizen to participate in this education system. So tonight, I ask every American to receive at least one year or more of higher education or career training.
    This can be achieved in a community college or a four-year school; through vocational training or an apprenticeship. But whatever the training may be, every American will need to get more than a high school diploma.
    Dropping out of high school is no longer an option. It’s not just quitting on yourself, it’s quitting on your country—and this country needs and values the talents of every American.
    That’s why we will provide the support necessary for all young Americans to complete college and meet a new goal: by 2020, America will once again have had the highest proportion of college graduates in the world.
