Officials
A group of 41 top universities in the country are now pushing forward the idea of opening to the general public in an effort to raise technological awareness.
Peking University, which hosts a summer camp for selected high-school students from across the country, made the promise to open its key labs and libraries to visitors starting on the third week of September, which coincides with the national Science and Technology Promotion Week.
Chen Jining, president of Tsinghua University, delivered the joint public pledge on behalf of the 41 universities involved in the program. Chen said higher education institutions have a social responsibility to fulfill in terms of opening their libraries and science labs. He added that universities in possession of key science labs and libraries should make efforts to promote innovation among the public, particularly for the nation’s younger generation.
According to the stated pledge, some 1,200 high school students will become the first group to enjoy free access to the labs and libraries in 9 Beijing-based universities. The rest of the participating universities will open up as soon as they finalize a schedule to accommodate the events on a regular basis.
Universities including Tsinghua University and Peking University, joined the Capital Library Alliance on Monday, as they plan to open up their libraries free of charge to the public. Initially, 12 universities had already opened their libraries to the general public as part of the scheme, to varying degrees, offering a number of access methods.
The alliance’s libraries now allow the public to browse library materials freely. Visitors are required to apply for a temporary card under certain conditions, and the areas of the libraries open to the public may also vary.
The Beijing University of Technology has been the most " generous" among the initial 12 universities to open their doors, as it allows the public to apply for a monthly visitors’ card which provides them with access to all books in the library. However, as applicants are required to pay a deposit of 500 yuan and an extra charge of 300 yuan per loan, not many people are keen on borrowing books.
The city’s remaining 22 universities are still drafting rules related to opening up their collections. "To open the university library to the public free of charge is indeed a popular trend," said a library official at Beijing Forestry University.
In addition to offering free access to those innovation cores, the statement also urges those participating universities to provide more interactive activities such as seminars and workshops for interested visitors.
Li Xiaoliang, director of the Teenagers’ Center at the China Association of Science and Technology, says the joint pledge is just the beginning. Eventually, some 400 universities across the country will be encouraged to follow their example.
Ni Jie, deputy secretary-general of the Communist Youth League at Tsinghua University, said Tsinghua has already had some experience in this area. He added that in order to really fulfill this promise, universities are advised to work out a functioning regiment so that visitors can visit in an orderly fashion and not disturb the regular teaching activities.
Professors
With a large number of visitors, universities are so crowded that they look like scenic spots more than institutions of higher education. Some professors in the relatively "popular" universities have expressed their anxieties that the gradual opening-up will lead to a shortage of books for their students and will place a great burden on library staff. Some other professors also expressed their concerns over the security of students and the campus since the opening-up to the public has placed a heavy burden on the security staff of universities.

Also, universities can open only part of the campus to the public, like the playground or the library. All in all, the harm brought by opening universities to the public can be offset by the good it does. While opening to the public, universities shall at the same time take effective measures to make sure that they are still institutions of higher education in the eyes of the students.
