   特别是,中国政府在2013年郑重承诺,市场在资源配置中将发挥决定性作用。目前,中国在进出口贸易管理方面已完全符合世贸组织的要求。价格是确定一个国家是否实行市场经济的核心要素。在计划经济体制下,中国所有商品价格都由中央政府决定。而中国现在绝大多数商品价格由市场供求关系所决定。

We have honored our commitments made when joining the WTO and cut the average tariff rate from 15 percent to 7 percent, which is lower than the world’s average level. China has opened over 100 economic sectors to foreign investments. China has become more open and transparent in its governance. In particular, the Chinese government made a solemn commitment in 2013 that the market will play a decisive role in allocating resources. China has fully met WTO requirements in terms of import and export management. Price is a key factor in determining whether a country practices market economy. Under the planned economy, all the prices of goods were decided by the central government, but the prices of most goods in China are determined by market supply and demand. China has entered into free trade agreements with over 20 countries in Asia, Europe, Oceania and Latin America. What China has done to advance market-oriented reform is recognized by the majority of countries in the world. Over 80 countries have recognized China’s full-market-economy status. However, some developed countries do not honor their obligations to the WTO, regardless of the fact that China practices market economy and refuse to recognize China’s market-economy status. Their position goes against the WTO principles, and it is a new form of trade protectionism. No one can deny China’s market-economy status. China is firmly opposed to trade protectionism in disguised forms pursued by these countries, and it has taken due steps in accordance with the relevant WTO rules to protect its own interests. We urge these countries to be realistic and change their erroneous policies as quickly as possible.
