答案 As is revealed in the drawing, in the year of 2004, in China altogether 803 571 cases of lethal acci- dents happened, killing 136 755 people, of which 3 639 cases happened in coal mines, claiming 6 027 lives. The figures and statistics should remind us of the fact that industrial safe operation must under- go a thorough overhaul. Why is the occurrence of accidents still increasing despite much governmental effort? To begin with, many working units lack or even do not have rules and regulations concerning safe operation. As a consequence, accidents happen frequently. What’s more, many people have no idea of safety. Most often, they ignore the relevant safety rules and regulations, and forget "safety first". Last but not least important, up to now, our country do not have adequate safety supervision mechanism to implement national safety policy. On the whole, multi-factors have contributed to the present grim situation. In my view, effective and immediate measures should be taken to curb the rising of death accidents. Firstly, laws and regulations concerned must be set up to punish those who fail to carry out the safety policy and award those who abide by the policy. Secondly, people should be educated to enhance their consciousness of safety. Thirdly, government departments and organizations at different levels must play a more active role in the national campaign of safety operation. In sum, safe operation is linked with each family and depends on every citizen’s efforts.
