The number of students enrolled in primary school in 1978 was 146.24 million and 135.78 million in 1983, while the number of college students enrolled in 1978 was 0. 86 million and 1. 21 million in 1983. The former has decreased by 10.46 million while the latter has increased by 0.35 million. The change can be attributed to the policy carried out at that time. In 1978, the reform and open-door policy was put into effect by the government and the commodity economy was advocated. Therefore, some people have focused more attention on immediate economic interests. Many parents make their children quit school and engage in trade. This is the main cause of the reduction in student enrollments in primary schools. Simultaneously, with the development of science and technology, more people with specialized knowledge are needed. Therefore, many new institutions have been set up and many old ones have been enlarged. However, the decrease of the student enrollment in primary school is much bigger than the increase of college student enrollment. It is accepted that primary education is the basis for higher education. If we let this situation go as it is, the latter will not develop well. Therefore, we must balance the two. On the one hand, we should attach importance to the primary education in the rural area, especially the education of the children of the farmer immigrants to the city. At the same time, laws and regulations should be enforced to punish those who do not allow their children to go to school and to help those who could not afford such schooling. On the other hand, we need to continue expansion of college to enroll more students and bring up more well-educated people and more college graduates.
