What did the international group perceive in Afghanistan?

An international group Human Rights Watch says a climate of fear is developing in many parts of Afghanistan which it blames on regional warlords supported at least tacitly by the United States and its coalition partners. Human Rights Watch says there is also a resurgence of religious fundamentalism in Afghanistan which among other things is endangering the improvements in the lives and rights of women achieved since the fall of the Taliban.
