However, donation is not what we can order people to do, but the action controlled by the individual’s willingness. Firstly, all humans, with no exception to the millionaires, have dominating decisions over their belongings and others have no right to force them to donate their wealth to the society, even if it is with the noblest intention. Nowadays, it is not rare to see donations in the time of natural disasters and wars, which suggests that people are inclined to do things out of their own willingness, instead of being ordered or pushed by others. The very act of pushing them to donate may trigger their resistance and consequently lead to the opposite direction. For instance, it is appropriate for Warren Buffett and Bill Gates to launch campaigns to encourage rich people to donate their wealth, but if more mandatory requirements were added, rich people would be with rejection at the thought of donation. Therefore, it will be more reasonable and effective to give people more choices over whether they want to donate. Secondly, there are deep flaws in the present donation policy; that is, the donations tend to be distributed without clear notification in the public and the donating procedures are often more than complicated. For example, most of the donations currently are made by mail payment remittance rather than donating in person, therefore, they will not be directly given to the place in need and people wanting to donate have to undergo a series of procedures. As a result, people are always reluctant to donate for fear of exposing their wealth and the unsuitable usage of their donations on the one hand and the waste of their precious time on the other hand. Such concerns have greatly reduced people’s incentives to donate. In summary, donation, as a humanitarian social relief, if properly used, will help the refugees in times of conflict and provide assistance to disaster victims. And it cannot be denied that such charity undertakings should be greatly boosted; nevertheless, we should respect people’s right of distributing their own wealth and for the promotion of donation among the society, we should improve the transparency and simplicity of donation procedures. There is no doubt that this is an effective way to increase people’s incentives to do so.
