Who most likely is giving the talk?

OK, everybody. This is our first stop on the tour, the old town hall of Rio Vista. This building is the original structure, and it was constructed in the 17th century. However, many years of neglect caused it to fall into poor repair. Recently, however, the city’s historic preservation department employed a team of architects to restore the hall to its former beauty. Please watch your step here, as the plaza is still quite slick from all the heavy rain we’ve had recently. You’ll have an hour and half to look around the building, but please return to the bus on time so that we can go to our next destination, the Central Museum.
