答案 This pie chart above takes a look at a city’s residents’ response to charging drivers for traffic congestion, with many people protesting the notion. As we can see from the chart, people who oppose levying congestion fees, take up 78% of its total, those who support the charges take up 18% , and 4% of people offer no comment. The congestion charging scheme is introduced to discourage traffic congestion in the city center, reduce gas emissions, and push people to participate in public transportation. But most people doubt its fairness and effectiveness. On the one hand, the scheme will have much influence on the middle-income group. It means that some people may take more money on the car each month, so, they believe that traffic problems shouldn’t be paid for by personal car owners. On the other hand, the congestion charging scheme is aimed only at the symptom, not the root of the problem. To fundamentally solve the problem of congestion, attention should be focused on the road planning and construction. Rational planning of city roads has great significance to the future congestion control in the urban areas. In addition, if public transportation system can’t be improved to promote people to choose "green commuting", the congestion charging scheme for drivers won’t be as viable as it’s expected to be.
