   Historically, environmental problems are mainly caused by excessive consumption of natural resources and massive discharge of pollutants by developed countries in the course of industrialization. Even today, their consumption of natural resources and discharge of pollutants, both in terms of total volume and per capita share, far exceed those of developing countries. Furthermore, they have greater economic strength and more sophisticated technologies for environmental protection.
Barry:
   International cooperation should be based on respect for state sovereignty. All countries, large or small, rich or poor, strong or weak, are entitled to participate in international activities relating to environment and development on equal footing.
Clive:
   At present, while paying attention to such global questions as climate change and biodiveristy, we should give priority to addressing the problems of environmental pollution and degradation of ecological environment in developing countries such as soil erosion, desertification, diminished vegetation, droughts and floods. Solution to these problems will not only remove a serious threat to the environment and development of developing countries but also contribute significantly to the protection of global environment and economic growth.
Dean:
   To many developing countries, poverty and backwardness are root cause of environmental degradation. Therefore, it is essential to put environmental protection on the basis of equality and, under the prerequisite of strengthening North-South cooperation, to establish a new international economic order conducive to the sustained economic development of all countries, developing countries in particular.
Eric:
   The developed countries are obligated to make more contributions to international cooperation in two aspects. First, they should provide developing countries with new and additional financial resources to enable them to participate more effectively in international environmental cooperation or to compensate for their economic losses incurred in fulfilling their obligations. Second, developed countries should provide developing countries with the necessary environmental protection technologies on preferential and non-commercial terms.
