As is known, higher education institutes are where a majority of the central government’s fiscal budget for education goes, while compulsory education’s primary investors have been the local governments. The educational budget has become a very heavy burden in the rural areas. As a result the education quality deteriorates and defaulting on teachers’ salary is not uncommon. In addition, different pay scales exist between urban and rural teachers, and that’s why so many young and talented teachers go to urban areas for the sake of better treatment and self development. As a matter of fact, a sustained and balanced educational development has been threatened by the widening gulf among education. The need for China to adopt an equitable educational approach and a scientific development perspective is paramount, and the answer may be the setting out of a series of policy concepts for unified and balanced urban-rural development. To narrow the education gap is by no means to slow the development of urban education. Rather, it means that the same educational rights should be offered to rural population and their urban counterparts. More importantly, the central government should make some profound policy changes and the local government needs to be aware of the need and be willing to provide equal education opportunities to the rural and urban students. To narrow the gap between rural and urban education, talented teachers should be encouraged to contribute to the educational cause in rural areas, for which to work, a special fund need to be created. Since education provides the basic guarantee for the future of a country, and is closely connected with the life of individuals as well, making sure that rural and urban students enjoy equal access to education and are well cultivated is of vital significance.
