   Some people blame the rise in cheating on the reluctance of schools to take action. Some mention the way students are evaluated. Teachers prefer to give short-answer tests instead of essay questions. They rate students by the number of facts they can memorize rather than by how well they can put information together, which is why students will try to beat the system. We might wonder if honesty and truthfulness, the two most important values to students, still count.
