According to the plan, the grain production is increased in two stages. During the first stage, from 2010 to 2015, the annual food production is raised from 500 million tons to 550 million tons, while the second stage, from 2016 to 2020, witnesses another jump to 600 million tons. In terms of the per capita annual yield, the planned increase is from 390 kilograms in 2010 to 410 kilograms in 2020 when the population is supposedly at the level of more than 1.4 billion. The goal of this plan requires a great deal of work and the use of farming machinery, an indicator of agricultural modernization. This plan, meant to solve the problem of feeding the largest population in the world, which is an unprecedented program, lays a solid foundation for the realization of the overall project. Its significance, thus, can never be overestimated.
