   A comprehensive review of the issue of urban                    
air quality was published in January 1992. Three                    
independent committees of which experts have been      【10】______
established to advise on different aspects of the problem,
and will set guidelines and targets for air quality.
The network is also being extended and up-
graded at a cost of ￡ 10 million.
