答案 The Gap In our cities across the country, we often can see such a picture—a weary-looking woman, with her little sleeping son clung to her back, is cleaning and polishing shoes for a well-dressed lady. The dressy lady is also with his son, a boy, highflying, fashionably-dressed, apparently from a well-to-do family. The picture is heart-rending—a dramatic view of the widening gap between rich and poor in our nation. Although a lot of efforts have been put into bridging the gap, the situation is far from being satisfactory. Take the uneven development of our nation for example. In one picture, in some developed parts of the country, especially in urban areas, people may enjoy such a luxury as expensive cars, extravagant houses and other whatever fancy things that one can imagine. Their living standard is almost no different from that of best-developed countries or areas in the world. They are having the best that modern civilization can offer. The other picture is that in some underdeveloped area’s, say, in some poverty-stricken Northwestern parts of the country people are living below the poverty line. They even do not have the minimal means of living, no medical insurance, and no pensions for retirement, much less extra money for the education of the young. Viewing all these, how can we stay aloof and easy? Our nation is sparing no efforts in building up a harmonious society. If we don’t do something to harmonize the situation by achieving common welfare for all the people, how can we accomplish that noble goal? Just as a famous man put it, "if we can not help the many who are poor, then we can not save the few who are rich." It is high time we took actions to walk from the quicksand of mass poverty to the solid rock of common welfare. Further effective measures need to be taken to help the poor so that we can work towards a harmonious nation where the rich are just and the poor secure. The best way we can do is to help them help themselves. For instance, national banks can provide them with low-interest loans and grants. Law bills should be passed to encourage full-fledged enterprises and businesses to initiate joined ventures with the locals to assist the local businesses to establish themselves. Funds soliciting individual donations and endowments should be built up to support the poor households and finance the education of children.
